The Exchange Visitor Program Committee of the Philippines has finally lifted the EVP Moratorium on the participation of Filipino Nationals in the Exchange Visitor Program of the United States of America effective May 25, 2021.
The lifting of EVP Moratorium was announced on May 24, 2021 via the Commission on Filipinos Overseas website https://cfo.gov.ph/.
The suspension was ended by virtue of the Exchange Visitors Program Resolution no. 01-2021 adopted on April 6, 2021 as a result of the series of consultation and technical working group meetings of the 11 member Inter-agency committee.
EVP Moratorium in 2020
It can be recalled that in May 2020, the EVP committee thru the Commission on Filipinos Overseas has imposed a suspension restraining J1 candidates from leaving the country for the Exchange Visitor Program since there was a need to strengthen the safety measures for Filipino Nationals before, during and after their Travel to the US.
This became a perfect opportunity to review and reflect on the benefits of the program to the Philippines, and whether it has contributed to the growth and development of the country.
Moreover, the EVP Moratorium also gave the Government a time to call and enforce regulations that would be able to withstand all kinds of conditions affecting the same.
As a Collegial body mandated to institutionalize necessary mechanisms and to look after the effective implementation of the Exchange Visitor Program, the commitee, through its Secretariat the Commission on Filipinos Overseas (CFO), will reinstitute the registration and conduct of pre-departure orientation seminar (PDOS) to Filipino EVP Participants online.

Meanwhile, applications for No Objection Statement (NOS) will also resume under the revised guidelines ad procedures as provided by EVP Resolution no. 02-2021.
